I don't think I agree with the concept. Madara claims that the bloodlines have thinned (from the original Sha'Rinnengan) so bit by bit the ninjas potentials lessen and bit by bit their ability as well...
That's not true. The new generations just lose the old ideas and develop in their own ways. I don't think that made them weaker... Well, maybe the Uchiha/Senju clans are, but most others are getting stronger.
Besides, Kishi stated in an interview that the whole generation thing would be one of the themes of his manga.
