I don't know who made that up, but it's wrong...

Only the inside arrows are correct, the outside ones don't exist and/or don't matter.

Each element in Naruto has one strength and one weakness. All other match-ups generally(not always) result in a tie if the jutsu is of the same "level".

Against Amaterasu one can't dodge, it's substitute or die.
Need I remind you, Sasuke also used a substitution jutsu against it... This is because he's not stupid and doesn't want to die xD Frankly, I doubt Kirabi would need to do it again, the only reason he did the first time was basically so the Raikage would think he died.
It's not really certain whether the samehada would work against the "bijuu cloak", although it worked against Naruto that one time it just wasn't the same.
That said, Kisame is also supposedly pretty awesome, so it should be a good fight. He at least was able to beat the yonbi 1v1 so he's not completely useless.
