Gaara isn't really a villian, is he? He became a good ally after Naruto defeated him.

I chose Orochimaru.Hes weird and somehow creepy.Gaara was only a villain in the Chunnin exam and never bothered to watch the zabuza arc so i dont no much 'bout him and we havent seen much of Pain, so i cant tell if hes a villain much more evil than Orochimaru.Also,Itachi is somewhat less of a bad guy than Orochimaru because of the reason mentioned by the peeps above.

Id say Kabuto cuz he is clever and sadistic. Hes the kind of character who they will bring back at the very end of the series to kill characters off for the fun of killing them off.

Well, Gaara's not really a bad guy anymore. Even as a bad guy he was too much of a pain for me to like him as a bad guy. I like redeemable bad guys, which means I like Zabuza.

Kabuto used to be my favourite bad guy but after the Heaven and Earth bridge events I'm not so sure. Still, there is that air of mystery about him...
