ok soo here is the general idea.
1-it well be a 3men teams.
2- you well make you're character with limited power but it wel power up.
3- you well se the naruto characters around you.
if any know how make flash game please help.

TO do what your saying is going to be incredibly hard to do, how is it going to work when people are not always online at the same time, how is it going to be monitored. These are the things you need to think about before creating the actual thing.

the only thing i can see whats going to happen is cheating (use of the internet) i think the idea is great but i just don't reckon its going to happen.

EEEHHH not happening, seriously people can cheat easily hello Narutopedia is awsome lol whenever Im not sure of something I search there and if I dont find it I search the manga is really easy to cheat so this is not going to work
