We don't know that for sure, despite him being the visible leader to akatsuki. We haven't seen Itachi fighting at his full potential yet or tobi/possibly madara.

They all seem pretty evil to me. I think it'd be a tie between orochimaru, pain, and itachi for most evil character. Clearly none of them care about anyone other than themselves. Zabuza used to be like those guys when he was a 7 swordsmen, but ended up being a bada$$ mercenary with haku making him one of the more likable bad guys, definitely one of my favs.

I would say Itachi is evil, yeh maybe you guys are right. He killed his own family for power. What retard...

you know, this was a hard one for me because i liked both itachi and pain, but the reason i like pain more is because he has the rinnegan. i think that is probably the strongest eye techniques there are, of the three available. if i could have an eye surgery, i would rather have the rinnegan than that sharingan. muahahaha. but then, the sharingan is good too because at least it can get stronger.
