What position does he have because he's always beside the Hokage when assigning missions so you'd think he'd be a ranking ninja who'd be good enough to be a sensei for genins.

Iruka is actually one of the weaker senseis around. He's always seen teaching kids, so you have to keep it in mind. It's usually him and the guy with the glasses that's teaching the kids.
