Pitted against each other, who would win?

Halibel has the advantage of her placement, meaning her base form is stronger. She also has a unique sword that allows her to fight unlike all the others. Her power is total water control. Likewise she is able to keep cool in the heat of battle and can take on multiple skilled opponents at a time.

Ulquiorra has the secret second form, double release that no one has seen. He never gave up his regeneration property's for more strength like the others had. His lance has been shown to do massive collertal damage. He is vary calm, and patient, and extremely perceptive. He holds no true emotions, and that gives him an indifference toward attacking his ally's.

I'm going with Ulquiorra.

Base forms aren't really that useful and are mainly used for an excuse for the fight to last longer. Also his 4 disappears in the second released state

I say Halibel, she's basicly Nels replacement and Nel is uber powerful, they wouldnt replace nel with someone weaker but yea

Nobody knew about Ulquiorra's second stage, so his number was 4.
If they knew, he would probably take 2nd or 1st position.

Based on given evidence from the show and canon I would have to give Ulquiorra the win in the end. While Halibel controls water and that is indeed an impressive skill, Ulquiorra could simply just sonido out of the way of her attack and the counter her. Not to say that Halibel couldn't dodge Ulquiorra in return but his techniques are usually pinpoint accuracy hence his habit of point blank ceros. Even if the two were unreleased I'd still have to give Ulquiorra a tactical advantage based on his personality. Halibel was distracted by the deaths of her fraccion while Ulquiorra being stoic and analytical would focus primarily on the battle and not be taken off guard by outside interference.

When discussing released states Halibel's water control and speed along with her weapon are enhanced and that does make her formidable. But while she is indeed strong Ulquiorra has much more endurance based on his instant regeneration. While he can't replace internal organs if all she did was chop off an arm, Ulquiorra would simply regenerate and then blast her with one of his lances. Plus any attempts to attack him at close range would probably end with him blasting her with a cero oscuras. I'd say even without his second release he has tactical advantage based on his basic hollow abilities rather than the ones gained from releasing.
