I personally think only Jap people should be allow to cos-play since they created anime... and the people in the anime are supposed to be jap (or thats the impression i get, because must of the stories take place... in JAPAN!)

You be surprised, some us Americans have done a very nice job in cosplay. I've seen a few Tsunade that was done fairly decent.

Yeah I've seen a few good ones that weren't japanese cosplay but not many, anyway those are some really amazing cosplays.
