Well, of course they're not 100% loyal to Akatsuki, those cloaks are the exact same as Akatsuki's, just the neck bands were folded down >_>
However, it's be a little stupid to think that Sasuke would have Tsukuyomi, since that'd require Itachi's eyes, and as we know, Sasuke did not exchange the eyes.
