Shurikens are categorized as weapons in many places, if not, everywhere, making, possessing, and or using one is ILLEGAL unless you have a lisence or an authirization, this is for fun, not to use it against people,
However, I guess if you make one, and practice at home, isn't going to harm anybody, but remember these are just models, and are ILLEGAL
