Water Type
Because I would like simular powers to Pein where he controls the Rain ect I like the thought of controlling the weather.
Plus you could make some decent water / Ice combo moves.
Haku was good at Manipulating the Water Element to create Ice. Obviously Pein has a higher understanding of all Elements since he is the only Shinobi to Master all the Elements of the Ninja way.
Obviously no Element is the over all best as all have a weakness. It is the standard and high Chakra level of the Shinobi/user which makes it effective. For Example Haku had a high level Ice technique, which Sasuke could not penertrate with Fire at his level when they met.
