Yeah, he's sorta just blah. His sense of justice is totally messed up too, peace but at the cost of millions of lives. There may be more to his character later.
One of the things that's so awesome about Bleach is the characters. Kubo Tite has really done an awesome job with character development. Even with the side characters he doesn't half-ass the job.
Like with the fat guy from the recent manga. You think he's some fat idiot for the entire series. Then all the sudden he's on top of that elephant fraccion and he's like "Who do you think I am? Did you really think I was that slow?" I would have never expected him to be such a great character.
